SMPC is charged by the Michigan Department of Transportation with conducting regional transportation planning for areas outside metropolitan areas (Kalamazoo County and the Northwestern section of Calhoun County). Metropolitan area transportation planning is conducted by the Kalamazoo Area Transportation Study (KATS) and the Battle Creek Area Transportation Study (BCATS) within their respective Metropolitan Planning Areas.
SMPC currently contracts with the Kalamazoo Area Transportation Study to provide regional transportation planning and related activities. Please contact KATS directly with questions or comments regarding regional transportation planning.

RURAL TASK FORCE
The Rural Task Force program provides federal and state dollars by region to rural counties with a population under 400,000 (78 out of 83 counties in Michigan). These dollars must be spent on projects outside of designated urban areas within the Region; Region 3 is comprised of Barry, Branch, Calhoun, Kalamazoo and St. Joseph Counties. Road and transit capital projects by road commissions/departments, cities/villages with populations less than 5,000 and public transit agencies are eligible.
The money is provided within two funding sources: STP – Surface Transportation Program Rural for improving the federal aid system and rural transit, and State TEDF Category D for building and maintaining the All-Season road network. The Rural Task Force #3 selects the projects that are funded in the Region and is comprised of equal representation from each of the five counties in the Region.
The Rural Task Force #3 meets typically at least once a year and more often as needed. Changes to previously selected projects may be addressed at meetings of the Rural Task Force, or if minor, by email concurrence of task force members. Each County has its own local Rural Sub-Task Force that meets as needed to identify the projects within its County that will be submitted for funding at the Full Rural Task Force meeting(s) as well as changes to local projects already selected for funding.

SMALL URBAN TASK FORCE
The Small Urban program provides federal Surface Transportation Program dollars to cities, villages, transit agencies and road commissions located within or serving urban areas with populations from 5,000 to 50,000. In Region 3, the eligible areas are Albion, Coldwater-Quincy, Hastings, Marshall, Paw Paw-Lawton, Sturgis and Three Rivers.
Eligible projects include road projects on the federal-aid highway system and transit capital projects within the small urban boundary. Projects must be consistent with regional land use and development plans. Project selection begins when the Michigan Department of Transportation (MDOT) issues Calls for Projects for three-year programs (2018 – 2020, 2021 – 2023, etc.) Small Urban Task Forces comprised of representatives from eligible city or village governments, transit agencies and county road commissions meet to prioritize projects for the applicable program years. Applications for the use of federal funding based on the prioritized list are submitted to MDOT, which then awards funding as available.
